II. Requirements and Criteria For Awards


A. Minimum Requirements for ALL Competitive Awards


1. Individual or Club must be in good standing as defined by District and International Policy.
2. Nomination must include completed official South Carolina District Nomination form signed by an appropriate officer.
3. If additional materials are added to nomination, they should be submitted in letter size binder that is no more than one inch thick; the completed nomination form must be the first page of the package.
4. All nominations must be mailed to the District Awards Chair, postmarked by August 1, or delivered to the Club Officers Training Session.

B. INDIVIDUAL AWARDS

1. General Information
a. A nominee may be nominated for more than one individual award in a year, but can receive only one for that year, with the exception that the Civitan of the Year will be selected from among the Area Civitans of the Year.
b. A club may nominate only one member per award.
c. Because the year for awards nominations is August 1 through July 31, activities from the prior Civitan year that occurred after July 31 may be included in the current year’s nomination.
d. Any Civitan may nominate someone for any individual award. There is no requirement that they be members of the same club.
2. Specific Criteria for Judged Awards
a. Outstanding Area Civitans (up to 8): One award per area will be given in recognition of outstanding club and area service. The recipient of the Civitan of the Year Award will be selected from among the Outstanding Area Civitans; therefore, one nomination is sufficient for both awards.
b. Civitan of the Year: This award is based primarily on service during the current Civitan year. The recipient will be selected from among the Area Civitans of the Year, so only one nomination is necessary. Club, District and International activities will be weighed equally.

c... Outstanding First - Year Civitan: The recipient must qualify for the International VIP Award, and a copy of the completed VIP application should be submitted with nomination. Nominee must have joined after April 1 of the year preceding the current Civitan year. Club, District and International activities will be weighed equally.
d Club President of the Year: This award will be awarded to the best club president in the
in the District, and is based both on the club president’s individual performance and the performance of the club in the current year. Factors considered include growth and retention, achieving Honor Club status, member participation in projects, attendance at District Meetings, organization, communication and overall leadership skills.
e. District Honor Key: District Honor Keys will be presented to up to two Civitans for extraordinary service on all levels of Civitan. This award is based primarily on accomplishments during the current Civitan year, however, evidence of previous accomplishments within the organization may be included to enhance and support the nomination. One District Honor key will be presented from nominations and one will be awarded at the discretion of the Governor. In addition, one District Honor Key may be presented to the out going Governor based on his service as Governor.
f. Otis Jeffcoat Award: To qualify for this award, the nominee must have been a Civitan for at least five years. Overall service to Civitan throughout the years will be considered.
g. John Doudoukjian Lifetime Achievement Award; To qualify for this award, the nominee must have been a Civitan for at least twenty years and have demonstrated an extraordinary long term commitment to the ideals and goals of Civitan.

C. CLUB AWARDS

1. General Information
Because the year for awards nominations is August 1 through July 31, activities from the prior Civitan year that occurred after July 31 may be included in the current year’s nomination.
2. Specific Criteria for Project Awards
The following awards will be judged as follows:
Benefit to Community 50%
Complexity/Difficulty of Project 20%
Participation by Club Members 20%
Publicity/Recognition Received 10%

a. Outstanding Youth Project: One award will be given to the club that hosts the single best project serving or involving young people. Judging will be based on one project. A single ongoing project that extends throughout the year qualifies.
b .Outstanding Overall Service to Youth: One award will be given to the club that has provided the best overall service to youth during the current year, including active participation in, and for financial support for youth related projects, as well as service that encourages good citizenship in young people.
c. Outstanding Community Project: One award will be given to the club that conducts the best single project benefiting its community. Judging will be based on one project. A single ongoing project that extends throughout the year qualifies.
d. Outstanding Overall Service to Community: One award will be given to the club that has given the most overall service to its community throughout the year. All projects benefiting the community will be considered.
e. Outstanding Special Friends Project: One award will be given to the club that conducts the best single project benefiting the mentally and/or physically handicapped. Judging will be based on one project. A single ongoing project that extends throughout the year qualifies.
f. Outstanding Overall Service to Special Friends Project: One award will be given to the club that provides the best overall service and support the mentally and/or physically handicapped during the current Civitan year, including active support and financial participation in Special Olympics or other projects effecting or involving the mentally and/or handicapped, such as contributions to the Civitan International Research Center and the Civitan Foundation.
g. Outstanding Joint Junior /Senior Civitan Project: One award will be given to the club that conducts the best single project with one or more Junior Civitan clubs. Hands-on projects are encouraged.
h. Image Enhancement Award: One award will be given to the club that best promotes the image of Civitan. Nominations should include descriptions of projects where the Civitan name was highly visible, places in the community displaying Civitan logos on appreciation awards, banners, flyers and publicity
I. Governor’s Trophy: To receive this award, the club must fill out the official Governor’s Trophy Nomination Form. The Service section will be the only judged portion of the application.
A club project form for each project must be attached to the application (this form is at the end of the rules) and points will be awarded accordingly. 50 points - benefit to community; 20 points complexity/ difficulty involved; 20 points club participation; 10 points publicity/ recognition received.

D. Awards requiring no application. They will be judged at the Convention. There will be two awards for each, one for clubs with 30 or more members and one for clubs with less than thirty members. Scrapbooks and Bulletins should be in the Awards Room no later than 7:00 pm on the first day of the Convention.
a. Scrapbook:
The type of scrapbook to be used shall be the official Civitan International Scrapbook available through the supply department of Civitan International. Please, no substitutions.
All materials used from publications (i.e. newspapers, newsletters, magazines, etc.) must be dated, name the publication and must relate to the time period covered from August 1 through July 31.
All other materials (i.e. photos and programs) need not be individually identified; however, the page must identify the project.
Judging will use the following criteria:
a. Quality, design and imagination 1 to 50 points
b. Proper identification, pages numbered, table of contents 1-10 points
c. Presentation 1 to 40 points
b.Club Bulletin:
The bulletins should be submitted in booklet form.
Judging will use the following criteria:
a. Newsworthy content 1 to 60 points
b. Readability 1 to 10 points
c. Contribution to programs 1 to 10 points
d. Timeliness 1 to 10 points
e. Format and attractiveness 1 to 10 points
